I think you're thinking of Edison P. McDaniels. The only thing I
remember about his positions is that he was a "peace activist" type
candidate (which, in 2000, didn't seem like a qualification). He was a
black WWII veteran. I talked with him for a few minutes, but wasn't
greatly impressed.

I'm not sure that the two are really related. What's happening is a
new separation of the political spectrum. The GOP and Democrats are
getting _so_ bad that a lot of people are starting to identify with a
vague idea of "libertarianism" versus the current situation.
Basically, the rhetoric under the political center is shifting in
response to the war, the Patriot Act, the NSA spy plot, etc. So you'll
have some candidates who think that since they're no longer liking
what the GOP and Dems are doing, they must be libertarians now, even
though their ideas haven't changed at all.
