I'm not sure what you are saying here, Sam. At this point, AFAIK, there
is no library subproject, so there can't be any real committers. The
purpose of this list is to write a proposal which, among other things,
would list the initial committers. At this point, we have at least six
people on this list who, pending approval of a final proposal, are
willing to be the initial committers. For the purpose of creating the
proposal, I consider everyone subscribed to this list to be acting
committers.

We started the proposal writing with some guidelines for the subproject.

This is important, since people have some very different ideas about how
this should be done. Since this is a strong-willed group, there are some
strong-willed dissenting opinions. But that's to be expected. I think
the majority of us are on roughly the same page now, and we can move
forward.

I think soon we may be forming into teams to work on the Website
infrastructure and the database pool package. I'm not yet sure if the
testing potion will be part of the infrastructure or a package.

You have already authorized some use of the Jakarta Web site. To work on
the database pool package, we will probably also need a CVS repository.
I don't know if we would be permitted an interim CVS repository to go
with our interim list, or if the codebase would have to be created
elsewhere. Of course, it is also possible that we might be able to use a
branch of an existing subproject.
