Think of Taglibs itself not ServletApi vs Tagblib, 

as contributed material the JDBC Taglib i.e, is not yours only is ours
too ( me too i'm taglib committer :), taglibs are working in this way,
politeness can lead on ask before commit on our JDBC taglib (contributed
by you), but as a Taglibs committer i can do that without asking, these
are the rules, you can -1 my changes, but you need to convince me (
remember voting rules a -1 needs justification ) not in the other way..

This is what i want to avoid, the need of more merits ( time in other
words ) to be a committer for Library, this will block people from using
the library , if they can not control the code that is in the library,
used by his project, they will duplicate the code in his own
space..simply

Every Jakarta committer is a contributor right now, so what's the point
in controlling the access to a Library that pretends to be used by every
project? Whats the need of a need set of controlling committers ? whats
the need of a new small communitty focused on something ? what i need is
a place to play a big game, a place where code merges ( simply using
shared Library component or util or package or..) from all the parts of
the Jakarta community as a whole..

I'm not arguing about opening the Libary project to everybody out there
i'm asking for a shared project for the entire Jakarta community..
