I don't think Costin skipped anything. If he, or anyone, else wants to
add or subtract anything, this is the time to do it. 

But, if anyone calls for an actual vote to amend the proposal, it would
be helpful to use the [VOTE] prefix in the subject.

At this point, I think Costin is still noodling how to phrase his patch
;-)
