No such “Breeze” font exists. Fedora indeed pre-installs Noto, but unless
you're using FBCon or KMSCon without a display server, the DE decides which
font to utilise, and, as I've aforecited, Plasma chooses Noto, too.

I would be surprised. Does it provide even vaguely equivalent code-point
