I think this is one of those esoteric quirks of Windows that puzzle 
everyone... like Windows hanging at the "Windows is shutting down", or 
whatever the message is that I've only solved the next time I insall the OS. 
  Seems like that's a common problem I've seen no solutions offered for.

I've always wondered why I can reformat, and reinstall a Windows OS on the 
same HDD three times in a row, and get 3 installations that an not always 
the same.

I'm still trying to figure out why a HDD with W98 will boot fine with my 
combo modem & Toshiba power saving drivers installed on my 50CT, but put it 
in the 70CT, and the system shuts down halfway through boot.  Don't install 
one or the other of those 2 drivers, and all's well on the 70CT.
