This doesn't add up to enough data to need 5G or even 4G. Sydney's Green Square, which is projected to have a future population density exceeding Hong Kong, 3G data rates would do.
For each toilet you would need a few bytes of data transmitted every few hours.
For air quality you would need a few bytes of data every few minutes for each city block.
For pedestrian traffic you would need a count for each footpath for each road on each block every few minutes.
