Let me ask a silly question instead of providing an answer.
When I am using the HMC as my zLinux Master Console, is that what you guys
are calling a 3270 Linux Console?
I think the answer is yes.
This explains why we can't issue "control-c" to get out of "ping", emacs or
the vi special key combinations.
This has made our Master Console for zLinux very limited in terms of
capabilities and made us very dependent on the network.
what is everybody else doing in this regard?
if I could at least issue "control-c", the I could use emacs and control
system commands from inside emacs.

ned is now freely available, and works wonderfully.
Line mode? There's always ed.
I'm not man enough to use ed, myself, so instead I use "sed", "cat",
and "echo".
