It sounds like either the IPL text got over-written on the SCSI disk, or the WWPN and LUN you're specifying are incorrect. If the WWPN and LUN are correct, then to debug, I would log off the guest, ATTACH one of the FCP devices to a different, already running, guest, and see if the IPL text is there or not. And perhaps try to re-run zipl against it.
