You certainly have to *label* the device, but you don't otherwise have to format it unless you're worried about residual data before handing it to a guest to be privately formatted. I see installations that run ICKDSF CPVOLUME FORMAT (CPFMTXA) or ICKDSF INIT against he whole volume, then turn around and give it to Linux to run dasdfmt. (I think there's still some sort of residual institutional memory of the days when you had to do ICKDSF INSTALL to unpark heads and calibrate the drive.)
