Number of open source applications on government desktops doubled by Gijs Hillenius — published on Sep 20, 2011 The number of open source applications installed by default on desktop PCs of public administrations in Malta has increased by 47 percent, between December 2009 and May 2011, says Michel Bugeja, enterprise architect at Malta's Information Technology Agency (MITA). "The biggest increase is on tools to handle PDFs, for creating diagrams, for mind mapping and for project management." The agency maintains a list of applications, both open source and proprietary, that it evaluates for use by governments. The most recent open source applications it added are Open Office (office productivity suite) Dia (diagram drawing) Gimp (image editing) and Openproj (project management). MITA is assisting other government agencies with its research on open source tools and business models. Recent studies include Postgresql(database management system), Sugarcrm (customer relationship management) and Openfire (instant messaging server). The agency is evaluating the use of OSOR's virtual software development forge, and provides links to the information and the tools on the OSOR. Bugeja was one of the presenters at a meeting of the Government of the Malta Open Source End User Group (Moseug), which took place on 5 September. The IT architect updated the attendees on many of MITA's activities related to open source. It includes working with the Department of Education to ensure that students are taught concepts instead of specific products and implementations. Malta's school desktops, for instance, are now by default fitted with Open Office and 7Zip, (for managing compression of files and data). Translation Raymond Camilleri, IT administrator at Malta's ministry of Finance, talked about the ministry's use of Plone, open source content management system, for its Intranet, the census, and the Vision 2015 web site. Finding the tools successful, the ministry decided to fund the development, as open source, of an extension for a required authentication module. It is also working on making a Maltese language version of Plone available. A third presentation, by Danielle Cordina, ICT lawyer at MITA, was on a draft of a guideline on procuring open source. The guide is meant to make public administrations consider using open source software.
