YES!

According to what I heard from Linus Torvalds, Theo T'so and Stephen Tweedie
at the USENIX '98 Linux Technical Session:

Remmy Card, Stephen Tweedie, and Theo T'so, et. al. (the authors of EXT2) are
working on a successor to the EXT2 filesystem. Some are calling it "EXT3",
but that will not be the final name. "EXT3" will be tested in the 2.3
kernels, and released as stable by kernel 2.4. (I know, a LOOOOOONNNNNNGGGG
way off!!!) But then, you wouldn't want to have an experimental filesystem to
corrupt or dump all your data.

This new filesystem will be *way* more advanced, including these cool
features:

ACL's a BIG priority
Transparent Compression
Transparent encryption
Meta Data Logging
and many many more...

Send email to one of the above guys. Stephen seems to be fairly responsive at

replying to emails.

And then you will find out from the "horses mouth" what is being done with
ACL's
in the upcomming "EXT3"
