For PLCC, there exist sockets with straight leads or even
through hole pins, so they can be handled (also speaking from
experience :))

Yes certainly... but how realistic is that?

How much is that chip? I'd guess in the 100$ range. So a "TNC" would
be in the 300$ range at least. And to do this, you'd probably have to
fabricate at least 100-1000 units. That gives you easily 30k$ you'd
have to get up front, that seems quite unrealistic...

The problem is that with uBGA, it has to work the first time,
there is virtually no chance for rework.
