TO is a procmail internal shortcut, which expands to (this is what procmail
prints in its log file):

((Original-)?(Resent-)?(To|Cc|Bcc)|(X-Envelope|Apparently(-Resent)?)-To):(.*[^a-zA-Z])?

Pretty exhaustive, I must say. man procmailrc for further info. This is valid
on if anchored at beginning of line.
