Symantec Visual Cafe is your answer. It does have a GUI Builder.
IBM WebSphere is another.
Consider them both.

Hello all,
Can any of you please let me know if there's any freely downloadable Java IDE
(preferably with a GUI builder) on the net. I'm using RedHat Linux 6.2 and Win98. I
have "automount"ed my Win partitions and so want to use the IDE from within RHL too
apart from within Win. For that purpose, it would be too pleasant if the IDE is also
written in Java, obviously.
