What are the settings on your hard disk ?? have you set it to master and
slave ??? 

for UDMA/66 you need to set your hard disk to CableSelect (CS) for optimum
performance.

PS: on my ST320423A I get the following speeds... you should get something
close to this too.

/dev/hdb:
 Timing buffer-cache reads:   128 MB in  0.83 seconds =154.22 MB/sec
 Timing buffered disk reads:  64 MB in  2.84 seconds = 22.54 MB/sec
