Your problem is : 

1) You are not connected : please check the exact
parameters of the modem to configure it.
2) You are connected but not able to surf :
a) once you are connected, try to ping the ip address
of your isp.
b) Type " route -n" command to see whether you got
default gateway from isp of not and also see whether
your network card is working fine or not by pinging
your card "127.0.0.1"
c) once you are able to see the gateway try to ping
that. Check the /etc/resolv.conf file and see the dns
entry of your isp there.
d) if all is there you will be able to surf.
e) if default gateway is not there, add it by "route
add default gw "ip address of the gateway"

see if it works..
