I was banging my head over this problem  too. Used wvdial with my 
premitive RH 6.2 until few months back. This worked like a song for me 
over my Lucent internal modem until i switched to RH8.

Finally something happened when i gave the following script. Of course, I 
had a caching DNS up. My normal DNS is in shambles as of now.

#!/bin/sh
/usr/sbin/pppd connect '/usr/bin/wvdial --chat BSNL' /dev/ttyLT0
route add default dev ppp0

Also my /etc/ppp/options is as follows

idle 300
-detach
modem
lock
crtscts
asyncmap 0
netmask 255.255.255.0
proxyarp
ms-dns 202.54.1.30
noauth
defaultroute
