Here are some questions to answer...
Can you ping from the Win98 box to the linux box?  Can you ping by IP?
 Is the ethernet interface on the linux box up?  (to find out type
ifconfig at the command prompt you should see eth0 there).  Did you
set up ethernet support in the install?  or afterwards?  

FYI There is a hosts file in windows too...it's in the 
C:\windoze dir.  In 95 it was named hosts.sam by defult as a template
take off the .sam and add your machine names and ip's to use it.
