You can telnet to "any" port, as to gaining access, thats another matter,
telneting to port 25 will result in you receiving messages like;

500 Command unrecognized: xxx
Where xxx is what you typed.

Try it on your machine localy, 'telnet localhost 25'

I belive via /etc/services and /etc/inetd.conf comment out the services you
dont want.
