Serial ports

I having a problem getting my modem to get recognized.  I'm using a external USR on 
Cau1 IRQ 3.  The mouse is on Cau0 and work's just fine.  When I go to launch Minocom, 
it doesn't initialize the modem.  I've checked /proc/interrupts and /proc/ioports and 
the address show's up in ioports, but there is no interrupt.  I just am unable to find 
where to manually set this.
