1. What does setserial tell you about the port? ("setserial /dev/ttyS1")?
2. What is the symlink /dev/modem set to ("ls -l /dev/modem")?
3. What distribution/version of Linux are you using?
4. I confess to not remembering where the minicom config information is
stored. Where does it expect to find your modem?
5. Cau1? Do you mean /dev/cua1, perchance? The cua* usage is being
deprecated in favor of ttyS* usage, so, depending on your choice of
distribution and version, your use of it may be contributing to the problem.

When I go to launch Minocom, it doesn't initialize the modem. I've checked
/proc/interrupts and /proc/ioports and the address show's up in ioports, but
there is no interrupt. I just am unable to find where to manually set this.
