I think what the person means is the following entry in the /etc/inittab
file,

c2:respawn:234:/sbin/mgetty -D /dev/ttyS2


The entry above related to mgetty configuration to handle dialins via that
particular device. If that is the case, "device or resource busy" signal
is inevitable.

With regards to the error message stating No Kernel Suppport for PPP, I
had the same problem twice. It turned out that one particular version of
the Shadow-Password suite corrupted the PPP support in the kernel. I had
to unshadow the system and do a System Upgrade with RH4.2
