|full IPX on and off on version 2.1.129 and 2.1.130 of the kernel.

Are you using ppp-2.3.5 then?  I believe at least some of the 2.1.x series
need this version.  Is it fair to assume that you know IPX is required,
and that it is properly configured as a pppd option?

It would be useful to add the pppd "debug" option and look in /var/log/debug
(usually) to see in more detail what's happening in the ppp negotiations.
