Most of the places I worked in Perth used to pick up everyone on contract then entice the best people to stay on. This way they could let people go after 2 or 3 months if it didn't work out. Even the agencies I worked with only sent me in on 2 or 3 week contracts untill they worked out what I was made off. Government jobs in WA are garrantted. This means they cann't get rid of you once they hire you. Hence they just don't hire anyone these days. There needs to be balance doesn't there.
