Ok, so they type in their town, and you look it up.  What if they make a

And these clients can receive email from other people?  If not, why not. 
If yes, why not from you?

Count how many times the script is executed, or trawl the log of sent
messages and build up stats from there.

There was pricing on the example link you sent, but I didn't look at the
current site.

"We"?  This is the single most frustrating thing I find about websites. 
Put the price on!!  Why not?  "Because our competitors will know what we
charge and underbid us" or some equally lame excuse.

Sorry Don, this is not directed at you, but your client is deluded if he
thinks this is going to work.  The best thing your client could do is ask
his customers what they want to see, or how the site would work best for
them.
