Could be the Ubuntu-provided Xorg driver for this chipset.
Check out /var/log/xorg.0.log (or similar) and look for errors (lines with ee at the start)

A final test - can you get knoppix or puppy linux onto a pen drive and
boot that?  Will have a completely different X config.

Ran up puppy linux last night - screen blanking did not seem to affect
the display at all when it was activated again - did it 20 or 30 times
and was all good.

Or should I try KDE instead - is it different in the way it handles the
display somehow?

Try logging in with KDE now, rather than gnome.

You could also try going to testing or sid as a later release.

It certainly is related to the software and/or config.
