Technology, while not a panacea; can improve things.

For example, railway tickets. While black marketing sill goes on, its
extent is greatly reduced by e-tickets. This is something that was
enabled by technology.

Similarly, traceable transaction across real estate, and finance does
not solve the problem by itself. But it makes job harder for corrupts.
