Would like some authoritative reference for this. The counters at the
PRS centers are still there, and are still equally crowded. How did
the black marketing go down?

Naive, naive, naive. All it makes is *detection* harder, because you
end up looking only at the traceable ones and not at the
Mauritius-routed ones.
