Perhaps I am missing something key to this discussion. 

Anybody who has ever paid attention to the adwords that show up on gmail or 
adsense delivered throughout the entire Internet should have known this has 
been going on for years. Why else would I be getting, say, geospatial ads on an 
ecommerce site about memory modules?

The fact that the tos language across all g-products is easier is to understand 
is a good thing. The practice of what is described there has been going on for 
years, I am frankly surprised people are all up in arms as if it were something 
new...
