Oh...

The Russian Business Network and other Eastern Bloc mafia
organizations are behind a large number of cybercrime operations,
including botnets.  Granted it's not exclusively the Russians that are
developing these types of malware, but Russian and Eastern European IP
blocks are frequently the endpoints of the botnet and spyware command
and control server chains.
