At least Helmut Jarusch (also on this list) and myself have encountered
this problem with previous (<0.7.7-3) versions already. While Helmut was
apparently able to fix this by simply upgrading to 0.7.7-3 , this didn't
work for me.

I haven't tried many other versions so far - so I can't really tell if
one would work in my case.

However, I'm not really convinced anymore this is really a bug. When I
disable the extended input device "Cursor" in GIMP's device settings,
both the mouse and the stylus work in GIMP (as well as in InkScape which
used to show the same behaviour) as expected, i.e. stylus with
pressure-sensitivity and all that, and mouse as usual.

Hope this helps,
        Jens
