More testing and observation on this issue shows that Wacom driver
isn't the only cause of the problem.

On FC6 with Gimp 2.2.13,  I see linuxwacom 0.7.4 showing the problem
(it works/worked as reported).  And I see 0.7.5 work properly sometime
too.

I also tested 0.7.5 and 0.7.6/7 on RedHat 9 with Gimp 1.2.3, they all
work properly.

It's hard for us to figure out the root cause (from a developer point
of view) unless we can consistently reproduce the issue.  The only
thing that I am sure is it is related relative mode.  When Wacom tools
are in absolute mode, I don't the problem.
