I agree on that part. Dakar is quite a key scene for Zeta TV... but you can say so to Kilimanjaro too, and the Rosamia line. From what we can see from Gunota we probably can summarize what Tomino did to Zeta movies as:
"cut all the famous/infamous scenes fans enjoys and memorized out; emphasize parts and concept that didn't get thru well in the TV series".
And yes, it means there's more "people" element than "political" element in the movies.
It's a radical cut, but I think it's a good cut for Tomino (see below). It's already not as radical as the 0079 novelization.
Chris got you the response already.

>From Turn A -> (Overman) -> Gundam Evolve 5 -> Zeta movies, I think Tomino is showing that he has gotten comfortable as the anime creator of this giant burden called "Gundam", and take good use to it.
I figure it's similar to the feeling of Leonard Nimoy towards Star Trek or Peter Sellers towards Inspector Clauseau, that you're confined to this fanbase... all your interview is about Gundam, all your conservation to fans is about Gundam. But now like Nimoy (sorry for Sellers), Tomino has reach the time (and age?) to embrace his popularity and genre and make good use to it, by approaching his work in a different prospective. "What if"s. Redo the part that he think he didn't deliver. It's a healthy thing for any authors I believe, no longer being imprisoned to what you did but expand it to what you can still do.
I wanna again express my point on retconning... in the
world of non-linear narrative if one still worries about ret-con
breaking your well-memorized "the ship is 86.7ft instead of 87.5ft"
trivias, I'm sorry but it's bound to happen. It's good for creativity
(for the author) and inject new element & excitement(for the fans).
As long as it's good for the narration, enjoy the moment!
I mean it this time, SPOILERS FOLLOW!
But cutting the Dakar story arc is a disappointment to me. The Dakar
arc has lots of potential. I wish Tomino had taken time to make it
better and more central to the whole story of Zeta and shorten and
clean up the battles at the end. But then obviously Tomino is more
interested to do personal choice/vendetta instead of big
astropolitical plots.

I rather liked the Evolve short on Quess, helps me forget that CCA
existed in the first place. Oh... can we really credit Tomino for
GE's? I know his name is in the credits, but do we really know he
exerted artistic influence?
