The Four/Rosamia arc should be seen as one arc... it's more apparent in the novelization (and in referenece to the 0079 novelization) that Rosamia act as the "history and fate repeat itself" person for Four's fate.
I'd say, as Tomino basically beat the Four/Rosamia arc to pulp in both TV & novel, thus he opted for cutting it from the movie... the happy Tomino doesn't like the "history repeat itself" idea in his work anyway, as we can see from Turn A that how the gentle Loran (as gentle as the early Amuro?) prevented the history repeat itself.

In movie 2, Four gets shot in the head by Ben Wooder. Hence why there's no Kilimanjaro arc, as much as I enjoyed it. Kilimanjaro/Dakar was one of my favorite parts of the series.
