Not always - there are some VERY good dubs out there, especially in recent years. Think Cowboy Bebop, Fullmetal Alchemist, Wolf's Rain, etc........

Yes, the older the Dub, generally the worse the quality. (This is especially true with the VHS dub of the First Gundam movies) But since most of us in North America don't know Japanese, Dubs are still the main option for watching anime over here. I do prefer the subs of many titles, but I usually stay away from them unless there's no dub (DVDs of First Gundam movies), I've watched it a few times and can concentrate on the subtitles without loosing the thread of the story, or the dub is just plain BAD!

And for new Anime fans, unless they're used to watching subbed foreign films, Dubs are the only way to get them interested without putting them to sleep or totally confusing them. (Yes, this is the voice of experience!)
