It means that the Feddies are more stiff, formal and by the book while

Zeon are more approving of individual style choices. This explains Ma

There might be something to that, if "rugged individualism" is part of
the Spacenoid mentality, which it probably is. File this under Mark's
thoughts on Utopianism and the Spacenoid independence movements. The
fact that Zeon officers are allowed to wear custom uniforms and that
males can have long hair (look at Dozel) suggests that being able to be
really unique in appearance is a privelege in the military--but it's
still allowed.
