Not exactly. Look at Anavel Gato, Char Aznable, and as I mentioned
before that Zeon men are allowed to have long hair. I almost put
Mashuma Cero in that list, but he's 8 years later.
Overall, the Zeon aesthetic seems to be for a lot of non-utilitarian
details. If you look at their mecha, they like curves and decorative
touches like the spikes on some MS's shoulders and in an extreme
example, the engraving on Dozel Zabi's Zaku (a model of which I have on
my desk as I speak, I love it so much). I wonder if perhaps the
mentality is, "We're off in space and supposed to have everything
sterile, with clean lines and lots of practical designs. Screw that;
we're going to go for gratuitous detail. Embroidered uniforms with
fringed epaulets! Long hair on men and REALLY long hair on women!
Bright colours! Artistic mobile suits! Big blue topcoats in Southeast
Asian heat!"
The key word here is *flamboyant*. Compare to the Federation with its
plain grey uniforms and angular MS that really do look like war
machines, despite the fact that the Federation probably have a lot more
resources to burn.
