An aquiescent participant. They are intereseted, but offer no oversight,
no matter how light you feel it is. If you believe this to not be true
please tell us the name of the person in the Canadian government chareged with this 
responsability for oversight, and let's hear it from them, not you. You
have after all be caught lying in these forums before.
