Right.  The file names are MSIxxxx.tmp.  The xxxx are hex characters, and the 
last one is, you guessed it, MSIFFFF.tmp.  Has no way of creating a new one.

One other issue to note, though, there are tons of .msi, .msp, .mst files in 
this directory that also have a size of 0KB.  I’m thinking there is/was an 
underlying issue that brought us to this point.

I had something similar happen once, years ago. It had to do with the number of 
temp files. It's like the installer keeps track of the number of temp files, 
and the counter rolls over at 65K, and so it won't create a new one ...

Delete the older or zero byte ones, that should do it.

The author fixed his issue by deleting the MSI*.tmp files from the 
c:\windows\installer directory.  So, I looked at my user’s PC.  He also has 
65,534 MSI*.tmp files with a size of 0KB each.  There is also one that has a 
size of 99 MB, which I don’t think I’d want to delete, but is it safe to delete 
the others, with no size?  I’m thinking probably yes, since tmp files are 
supposed to be “temporary”…  but before I do something I might regret, I 
thought I’d run it by you guys.

My plan was to actually move them out of this directory, onto the D:\ drive 
first, just to see what happens, but, again, just to be safe…
