Don't mistake a DC breaker for a DC disconnect. A DC disconnect has a positive break capability up to the rated capacity.

I think both are best. Even if a breaker doesn't trip it is an easy to pull switch and can break a lot of current. I wouldn't ever consider leaving a fuse out.
