I've used these.  It's not a full clutch.  It uses your stock clutch friction 
plates.  It is a   centripetal pressure plate.  There are balls on a slope 
inside the device.  When they are spun faster the are forced up the slope and 
the distance between the two plates expands and pushes on the friction plates 
to engage motion.
   
  At a low speed the there is no pressure and the plates slip just like when 
you pull the clutch lever in, at high speed the push hard and don't slip.  The 
beauty is the smooth area of slipping the plates in between without needing to 
use the hand lever.  
  This has many advantageous results in the ICE dirtbike world, not really for 
an EM though. 
  -Going down steep loose sections you can have front and rear brakes on the 
hands and keep your feet out off the pegs to keep you from going over and still 
use the back brake.
  -Crazy hard climbs you can keep a better grip on the bars, you don't have to 
be great at working the clutch lever to slip the clutch and the bike will never 
stall.
  -You can lock up the back tire without pulling in the clutch or stalling.  
This matters when you're riding steep downhill trail for 5 miles, your left 
hand starts to kill from working the clutch.
   
  I think a motor lock up is a rare enough situation that you don't need to 
design the bike for it.
