service tech with digital experience be able to diagnose and repair?

  Not unless that tech has access to proprietary Raymarine data and the
special chip sets used in the autopilots.
  Maybe if it's something obvious like the power transistors in the output
stage that drives the pump.

  I worked for a Raytheon ( now Raymarine ) dealer  and was close to the
distribution center in Toronto.
  I could sometimes get  a thing fixed  but from seeing how the techs worked
I think it unlikely an independent shop would be able to cope.
  so exactly what is it doing?
