am getting a lot of rubber dust off the balmar pulley, which is getting
sucked into the alternator.

  Changed sheeves, belts match sheeves, spoke to both Balmar and Volvo, no
help there.

  Tried belt dressing, have backed off amp output down to 75 amps, still
getting dust.

  Any suggestions?

  Sounds like sheaves are not in perfect alignment. it only takes a degree
or two to make the belt rub on one flange side.
  Those pulleys are usually painted. Any clue from paint wear?

  some OEM engine bracket mountings are so light they flex under high belt
tension. You can sometimes fine tune the mounting alignment  by shimming the
bracket.
  Some old Lehman  alternator mounts we welded  incorrectly  resulting in a
bit of wear.
