Since Davis never says their masthead light qualifies as an anchor light and since they say that their weaker bulb can be seen "up to 2 miles"; I would use the brighter of the two bulbs furnished with the MegaLight. Probably no one will ever check to see if it is a compliant anchor light unless there is an accident.
