This was looked at and was not physically possible.

The cost to the commercial ships to wait until a convoy was put together was too high.
There were not enough warships committed
For the most part, no one is getting killed and insurance companies are making the payouts, so the cost to ship owners is really not a factor. Cargo are also insured against failure to deliver, and /or deliver on time soooooo no cost impact to the buyer.....

So, the cost is time, and in this down market shipping economy, time is not that costly.
