No one... including Packt, or any other vanity press. It's not like Packt is 
offering to pay anyone an advance to write a book, and on-demand presses all 
make money on every book sold. There is no risk on their part. The reason they 
come to writers (and others) directly is because they're looking for more 
material to sell; that's part of their marketing strategy. 

In other words, a request out of the blue from Packt to write a book for them 
is unsolicited commercial email -- that is, spam. It's kind of like those "we 
buy gold" or "I'll pay you to link to my site from yours" emails, except that 
Packt is asking you to do dozens or hundreds of hours of work before you see a 
dime. 

While they make a big deal about "supporting" open source projects, I would 
hope that anyone considering writing for them will at least look at the other 
vanity publishers to see whose royalty scheme would most benefit them (and 
their projects) before committing to anything. Maybe Packt would end up on top, 
and maybe it would be Lulu or Cafepress or any of the dozens of other 
print-on-demand publishers. But even then, Packt seems to claim copyright on 
whatever they publish:

No other on-demand press that I'm aware of does such a thing. Proceed at your 
own risk, I guess, but I personally try to avoid doing business with spammers.
