Not anymore. On-demand publishers (such as Lulu, Cafepress, Packt and many 
others) have been printing books one copy at a time for years. There is no 
significant inventory risk for them; the risk of not seeing a return from one's 
work is laid entirely upon the author. This is made worse by the author's 
inability -- due to having signed over copyright -- to have the book printed 
elsewhere.
