As the room is used for MS training classes during morning it's only available for tests in the afternoon and there were a lot of other tests for Oracle, MS, SAP, etc. that needed their time slot. If you already get paid a course by your employer or whoever, you will often get paid the higher fees for the CB exams as well. If I had to pay myself I would look for a possibility to do the cheaper (paper) exams.
