Paper-based is highly convenient is third world countries and even some 
supposedly first-world countries like here in South Africa. With paper-based 
there is no requirement to make a large number of secure and audited machines 
available. You just need a room and a desk and a pencil

This works very well if a single company has a number of engineers that will 
all write at the same time. The exam can be done on the premises using a 
training room that a largish company will invariably have available.

I believe this is done extensively in Japan.
